					<description><![CDATA[This bill will create serious challenges for our health centers and the people they serve, especially people living with HIV. Many community members may become afraid to visit health facilities for treatment and support because they fear that health practitioners could expose or report them to law enforcement under this bill.
Fear and stigma already prevent many people from accessing healthcare, and this law could make the situation worse by discouraging individuals from seeking HIV treatment, counseling, testing, and other essential health services. When people are too afraid to go to the hospital or clinic, it does not only affect their personal health, but also public health as a whole.
I respectfully plead with you to reconsider and reject this bill. Every person deserves access to safe, confidential, and non-discriminatory healthcare without fear of being exposed, criminalized, or harmed.]]></description>
