International LGBTIQ+ hate groups were key players in the recent Pan-African Conference on Family Values in Kenya

MambaOnline has received reports that the next Pan-African Conference on Family Values (PACFV) – a platform to attack and demonise the LGBTIQ+ community – will take place in South Africa in 2027.

The second edition of the conference recently concluded in Nairobi, Kenya. The event was dominated by figures from the US right-wing and Christian anti-gender and anti-rights movement, and specifically targeted the sexual, gender and reproductive rights of women and LGBTIQ+ people.

Cloaked in “Tradition” and Misinformation

Under the guise of protecting children, families, and traditional African values, delegates gathered to affirm and strategise their opposition to LGBTIQ+ equality, which they claim poses a threat to society.

It now appears that the third Pan-African Conference on Family Values will be hosted in South Africa in 2027, with the backing of Errol Naidoo, a longtime anti-LGBTIQ+ advocate in the country.

“During the powerful closing of PACFV 2025 in Nairobi, Mr Naidoo, Chair of the South Africa Christian Professionals Forum, officially accepted the honour by picking up the PACFV flag — a proud moment marking South Africa as our next destination,” reads a WhatsApp post seen by MambaOnline.

“Thank you to all the delegates who made Nairobi unforgettable. Let’s now prepare for an even greater gathering in 2027 — new voices, bold ideas, and a renewed commitment to faith, family, and freedom across Africa,” it continues.

If the news is confirmed, choosing to host the event in South Africa — Africa’s most progressive country in terms of LGBTIQ+ rights — is undoubtedly a strategic move aimed at generating controversy and visibility.

The Nairobi Declaration on Family Values

The Nairobi conference concluded with the adoption of a “Declaration on Family Values”, which claims to promote family values but instead advances a conservative and exclusionary agenda that directly threatens the rights of women and LGBTIQ+ people across the continent.

The declaration positions the so-called “natural family” as the only legitimate societal unit, denying the existence and legitimacy of LGBTIQ+ families and relationships, and reinforcing heteronormative and patriarchal standards.

“The family is not a flexible or negotiable construct, but a biologically and socially rooted institution essential to Africa’s survival,” the document states.

An Attack on Gender and Sexual Diversity

The declaration also directly attacks LGBTIQ+ identities under the guise of opposing “gender identity ideologies”, declaring:

“The push to normalise gender fluidity and non-biological sexual identities in law, education, and healthcare… is contrary to established biological, cultural, and religious norms.”

This framing perpetuates false and harmful narratives that being LGBTIQ+ is un-African, unscientific, and a threat to tradition — ignoring Africa’s rich histories of gender and sexual diversity.

Misrepresenting Sexuality Education and Reproductive Rights

The declaration brands Comprehensive Sexuality Education (CSE) as a threat to moral values and claims it is imposed without parental consent. It asserts that CSE threatens to “erode moral foundations and disrupt age-appropriate learning.”

This portrays evidence-based sexual health education as harmful, thereby denying young people access to life-saving, accurate information.

The document further denounces abortion and reproductive choice, calling on governments and institutions to: “Protect and promote the right to life from the moment of conception.”

This stance undermines the reproductive rights and autonomy of women and people who can become pregnant, and promotes highly restrictive interpretations of human rights law.

Ironic Accusations of Foreign Manipulation

The declaration also criticises “ideologically driven foreign policy interventions” and claims African societies are victims of “external manipulation” by international bodies, donors, and human rights defenders.

This is particularly ironic, given the powerful American and European right-wing religious individuals and organisations behind the conference, including LGBTIQ+hate groups such as the Family Research Council, Family Watch International, and the Center for Family and Human Rights. These same actors have heavily influenced anti-LGBTIQ+ movements and legislation in several African countries.

The framing casts universal human rights—especially LGBTIQ+ and reproductive rights—as Western impositions, falsely portraying African cultures as uniformly conservative. It also deliberately erases the work of African feminists, queer activists, and progressive leaders.

A Regressive Agenda in the Name of “African Values”

The declaration urges African governments to revise their laws to enforce a narrow and exclusionary definition of family and morality. It calls for nations to, “Translate [the declaration] into enforceable laws, public policies, institutional programmes, and regional partnerships.”

While the declaration claims to defend “African values,” it in fact advances a deeply regressive agenda.

It misuses cultural and religious rhetoric to restrict fundamental human rights, perpetuates harmful myths about LGBTIQ+ people, attacks bodily autonomy, and undermines progressive frameworks aimed at promoting health, equality, and dignity for all.
